Larry Paine, Hillsboro city administrator, directs traffic near the Hillsboro Elementary School on the first day of classes, Aug. 18. A few days earlier, the Hillsboro City Council had passed changes in street use during school days as a way to increase the safety of students. The changes included a dedicated loading and unloading route for parents as well as restricted street access and parking. The changes were recommended by USD 410 officials working with local law enforcement officers. Superintendent Steve Noble was on site to observe traffic and welcome students to their first day.
