Marion leaders OK engineering contract for plant upgrades

The Marion City Commission met for only 15 minutes last Tuesday, but took action on several items.

The most time-urgent action was approving a resolution to allow David Hett to shoot fireworks in Marion to celebrate New Year’s Eve.

Commissioners also authorized Mayor Martin Tice to sign a contract with Bucher, Willis and Ratliff for engineer work needed for upgrading the city’s water-treatment plant.

The firm, which has an office in Salina, will proceed with the engineering for two phases of the project even though the city is committed to completing only Phase 1 at this time.

Company represenatives said doing the engineer for both phases will avoid problems when the city moves ahead with Phase 2.

The next step in the process, commissioners were told, is to clarify the status regarding state funding through Rural Water. City Administrator David Mayfield said he was planning a trip to Topeka to talk to officials.

“The financing is becoming a big issue, now,” Mayfield said.

In other matters, the commission:

— approved a cost-of-living increase of 1.9 percent for all city employees, plus merit increases ranging from 1 percent to 3 percent for employees who qualified as a result of their recent evaluation.

— approved a $1,500 step increase in pay for City Clerk Linda Holub, who has completed a course to become a certified city clerk.

— approved electrical licenses for 2005 for John Britain of M.C. Radio, Lin Slifer of LinCo Inc.; Harvey Sanders of Sanders Electric; Bill Sheppard of General Air; Jeff Ledy for Herington Heating, Air Conditioning & Refrigeration; Fred David and Gilbert Suderman of Elcon Services Inc.; Clyde Secrest of Kaye Electric; Jim Davis of Jim Davis Air Conditioning; Robert W. McDowell of McDowell Electric; Kevein Hoffer of Hoffer Electric; Harvey Ray; Willard Glascow of Glascow Construction; and Glenn Waggoner of Hedlun Electric Inc.

— approved plumbing licenses for Ron Cromwell of General Air; Jeff Ledy of Herington Heating, Air Conditioning & Refrigeration; Merle Flaming of Flaming Plumbing; James Carr of James R. Carr Construction; Anthony F. Schafers of Tony’s Plumbing; Ronald Funk of Ron Funk’s Service and Repair; Matthew Hiebert of Jost Plumbing; Dale Peck of Dale’s Plumbing; Lester W. Funk of Funk’s Supply Inc.; DuWayne Suffield of Suffield’s Heating, Cooling & Plumbing; Willard Glasgow of Glasgow Construction; Jeff Inlow of Inlow Plumbing Services; and Don Druse of Don’s Plumbing.

— approved a vendor’s license for Schwan’s Home Service Inc.

— approved a video license for The Big Skoop;

— approved juke-box licenses for Pizza Hut and Sher Bowl Lanes.

— approved a cereal malt beverage license for Carlsons’ Grocery Inc., Casey’s Retail Co., Cooperative Grain & Supply/Ampride; Sher Bowl Lanes; Rural America Inc., doing business as Pizza Hut, and to VFW Post 6958 as a Class A club.
