Canton City Council passes ordinances for sanitary sewer system

No comments were made from the public at an Aug. 2 public hearing hosted by the Canton City Council to consider making improvements to the city’s sanitary sewer system improvements and meet the sanitary sewer needs of residents.

When the council reassembled for business, it passed an ordinance authorizing a loan agreement with the state to carry out the improvement plans.

The council also passed an ordinance authorizing it to apply for a Community Development Block Grant to help pay for the project.

In other business, the council passed enabling the city to adopt the “Standard Traffic Ordinance for Kansas Cities”and the “Uniform Public Offense Code for Kansas Cities” for city use.

Police Chief Rik Clark reported that his department’s 2003 Crown Victoria police car would be out of service in the near future for repair due to a recall by Ford and damage sustained from another vehicle backing into it.

He also reported that the police department had received about $1,000 worth of equipment from Homeland Security grants through the county.

Following discussion, the council passed a motion by a 4-1 vote to add a light bar to the city’s 1997 Crown Victoria patrol car for $600. Councilor Alan Prieb cast the dissenting vote.

Following a budget hearing for that generated no input from the public, the council adopted the 2005 city budget.

The council met in executive session with the city attorney for 25 minutes to discuss a matter of attorney-client privilege.

Back in public session, the council passed by a 5-0 vote a resolution declaring property located at 100 S. Main to be a health nuisance.

The council also voted 5-0 to have the city maintenance department purchase mosquito larvae kill from Continental Research Corp.

In other matters:

n Troy Freeman reported that the pump motor at water well No.10 had to be replaced at a cost of about $3,000.

n The council denied a request by Ray Griffith to terminate the noon whistle except for one time a week. The council said the daily noon whistle is a method of testing in the event of an emergency.

n The city building inspector denied a request by James Nichols to build a garage on the vacant lot located at the corner of eighth and Maple streets because a garage is not a primary structure.

n The City of Canton will sponsor a “free swim” at Hess Pool from 1 p.m. to 6 p.m., Aug. 15.

n Permission to remove and replace a section of sidewalk at 201 N. First was granted by general consensus.
