EDITORIAL: A time to build

Now that major combat is officially declared over in Iraq, the real work begins: Creating a new government for the Iraqi people-one that they will accept as their own. In this fight, persuasion and patience will be key. Negotiation will be a delicate strategy, where words can do almost as much damage to cooperation as bullets and bombs have done to buildings. We can’t force other people to be like us, or presume that is the only acceptable goal. Let’s hope we’re as successful building a regime as we were bringing one down.-DR
