City Council Recap

The following is a summary of the issues discussed and decisions made at the June 20 regular meeting of the Hillsboro City Council. Those present were council members Mike Padgett, Leonard Coryea and Clariece Schroeder. The council:

— approved a bid of $196,885 from Nowak Construction for the sewer in Prairie Pointe. The completion date is set as Sept. 15.

— heard a request from Hillsboro Community Medical Center for an abatement for electrical charges to the city. The council will consider the request at the July 5 work session when they review the budget.

— was informed about a retaining wall built by Ray Lohrentz at his new residence in the Carriage Hills development. The wall extends into the city right of way and, by ordinance, must be removed.

Lohrentz asked to be allowed to leave the wall because it was approved by the architectural committee at Carriage Hills and the footing for the wall was inspected and approved by Johnnie Liles, city superintendent.

The council will discuss the matter further at the next council meeting when the entire council is present. It will make a decision at that time.

— renewed the notes for Willow Glen for another year.

— heard a request from Hillsboro Hardware for the city to replace the alley behind the building at 121 N. Main. The request was made because water stands in the alley where they will load and unload customer equipment and merchandise. Tom Koslowsky, co-owner, said other businesses along the street also have problems with water.

The council will put the project on its list so it is considered when they plan the next budget.

— did not make any changes to the policy on late fees for utility bills.

— was told residents in the apartments on South Ash want to change the way they are being charged for trash service. Johnnie Liles will bring more information to the council at the next meeting.

— approved purchasing an awning for the swimming pool. It will be placed on the east side of the building over the concession area.

— discussed concerns about the airport. The runway was not closed because the Federal Aviation Administration said such action was not warranted simply because the runway was unstriped as long as a notice was published. Three notices were published informing pilots of problems with the runway: it is unmarked, the first 135 feet on the south end are damaged, and it has ruts at the north end in the taxi way.

The council also discussed painting ?Hillsboro? on the hangar instead of the runway to decrease the cost of repainting the runway. Liles will collect bids for striping the runway and painting the numbers on it, as well as painting ?Hillsboro? on the hangar.

— approved sending city water department workers Morgan Marshall and Lee Krich to wastewater school in McPherson.

— approved a resolution creating the position of a freedom of information officer and specifying the city clerk to fill the position.

— approved paying the pay estimate for Mid-States Energy Works in the amount of $12,446.
