The following is a summary of the decisions made and issues discussed
at the May 23 regular meeting of the Hillsboro City Council. Those
present were Mayor Delores Dalke, and council members, Leonard Coryea,
Wendell Dirks and Clariece Schroeder. The council:
— was presented with a petition from city employees regarding the
vacation policy. Council members heard concerns from three city
employees.
Lloyd Anderson told the council he did not feel it was fair to make
employees lose vacation accumulated throughout the year if they leave
or retire before their anniversary date.
Brent McInnis also expressed concern because he had been using his
vacation time each month and now will have to wait until his
anniversary date to receive any further vacation days.
Dalke told the employees the policy was similar to what private
industries used. After hearing the concerns, the council agreed to
discuss prorating vacation time for employees who have been with the
city for a certain number of years and are retiring.
— authorized the mayor to sign the ?Kansas Business Appreciation
Month Proclamation.?
— approved sending Mike Fisher to a two-week academy in October. This
will allow Fisher to serve as an active part-time police officer.
Fisher also has applied for the position Byron McCarty will be
vacating.
— heard a request from JoAnn Knak, Emergency Medical Services
director, for an electronic blood pressure monitor for the EMS
department to be used when transporting patients to other hospitals.
The council instructed Knak to get some estimates for the equipment.
— approved the updated pool policy. Changes include setting the
opening day for May 29 and the closing day as Sept. 4. The single
admission fee was raised to $2 per day and the baby pool daily
admission is $1 per family or $10 for a season pass.
— heard a request from Country Haven Inn to use the pool for its
guests at a reduced rate. Of the council members present, two were
against the discount and one was in favor. The issue will be discussed
again when all members are present.
— reappointed Alvin Hett to the Hillsboro Public Library Board.
— approved contracting work with Proffitt?s Tree Service. The city
will no longer need to purchase a wood chipper for the electric
department.
— set June 12 at 5 p.m. as the date to discuss 2001 budget requests
with city boards and commissions.
— looked at allowing buildings manufactured by Clark Metal Buildings,
Inc., of Cresent, Okla., to be placed in residential areas. According
to building code, buildings have to be constructed by a Kansas
licensed engineer and can be denied on grounds of aesthetics. The
council felt the planning committee should discuss the issue before a
decision was made.
— approved the sample job description for the city administrator
position. It will be sent back to the Kansas League of Municipalities
