The following is a summary of the issues discussed and decisions made at the Jan. 4 regular meeting of the Hillsboro City Council. Those present were Mayor Delores Dalke, and council members Mike Padgett, Wendell Dirks and Leonard Coryea. The council:
-- approved Ordinance 1017 repealing Ordinance 649, which calls for licensing fees on juke boxes, pin ball machines or other coin-operated games. A fee will no longer be charged.
-- approved revisions to the municipal policy statement regarding use of city-owned buildings. The meeting rooms will no longer be used to conduct private businesses on a regular basis and all rentals are subject to use by the City of Hillsboro for municipal purposes. In addition, business dinners/meetings of for-profit groups can be held on an occasional basis. The city will notify those who have using the building for private business that as of April 1 it can no longer be used for that purpose.
-- agreed to have all of the land surveyed for the booster pump and new substation before signing the lease. The council wants to see the location where the structures will be placed.
-- approved a 2.4 percent cost of living increase for city employees, the same as social security. The council also requested a list of employees reviewed and the review given at each meeting to keep track of merits.
-- accepted the low bid of $5114.85 from Jost Paint & Fabricating for the fence around the water plant.
-- agreed to let David Brazil, county health officer, come to Hillsboro to identify nuisances and take the issues to the county attorney. He is doing this in Marion and volunteered to do it for Hillsboro.
-- heard an update on the substation. A few more changes need to be made to the contract before it is approved.
-- approved board appointments. The council reappointed Troy Wedel to the Marion County Economic Development, Lyman Adams to the Recreation Commission, Carolyn Winter and Morene Fisher to the Hillsboro Historical Society and appointed Glenn Goertz to fill an unexpired position with the Hillsboro Historical Society. Pete Koslowsky, Evelyn Koch and Bruce Hamm were reappointed to the tree board.
-- authorized the tree board to have plans drawn up for landscaping around the pond at Hillsboro Heights.
-- was told that Tiede Line Construction agreed to the final settlement in the amount of $7,784.59.
-- received a letter from their attorney informing them of the status of the Marion County recycling program.
