Feds seek more proof for licenses PDF Print E-mail

If you want to update the address on your Kansas driver’s license, you’ll need to bring valid proof or you’ll be going home empty handed.

“If there’s a change of address, be sure to bring documentation of where (you) live,” said Kathy Swan, driver’s license examiner in the Marion County treasurer’s office.

Swan said the most common documentation she sees are utility or property tax bills or vehicle registration.

That reminder will eliminate potential frustrations of those who might be unaware of a recent state and federal mandate for all renewal applicants, first time drivers and those who need to replace their licenses.

The federal deadline was May 11 for all states to be in compliance, a deadline set by the Real ID Act of 2005 that included minimum security standards in response to the Sept. 11 hijackers who had driver’s licenses.

Now license applicants must provide proof of identity, proof of Kansas residence and a valid Social Security number or other proof of legal residency.

These federal requirements were implemented in different stages at the first of the year, Swain said.

“We no longer use out-of-state licenses for proof of (legal name and date of birth),” she said.

Those from out of state can bring a birth certificate and/or marriage license for proof of identity, she added.

Proof of identity also includes a passport if the name has changed, according to the Kansas Department of Revenue.

Proof of Kansas residency could be the renewal card received in the mail, provided it shows the principle residence address and not just a mailing address, such as a post office box.

Additional documents to prove Kansas residency include utility bills, vehicle registration, payroll stubs and Kansas school records.

Kansas verifies social security numbers with the Social Security Administration.

Foreign visitors will need documentation proving lawful presence in the United States.

While Marion County Treasurer office offers driver’s license and ID card services, other transactions such as commercial driver’s licenses must be handled at a full service station.

Since January, Swan said the Marion County office has averaged 90 applicants for renewals, first-time licenses and out-of-state requests.

Applicants must appear in person, pass a vision exam and a written exam, pay the applicable fee and have a new photograph and signature captured.

First-time applicants at the county office must have a driver’s education slip, Swain added.
