The Marion City Council Monday passed an ordinance naming its new meeting time as every other Monday at 5:30 p.m., but not before Councilor Bill Holdeman surprised the group with two motions at the beginning of the meeting.
The motions passed.
Holdeman moved that Councilor Stacey Collett be named as "vice-mayor"-the person who is to take lead meetings when Mayor Martin Tice is gone. That motion passed 4-1 with Tice listing Collett as a dissenting vote although Collett said he really didn't want to vote on it.
Holdeman also moved that every council meeting include a 15-minute "public forum" when unannounced persons not on the agenda would be allowed to speak for three minutes each-or more, if invited to by the council.
Prior to this, people who wanted to speak at city government meetings had to call ahead in time to be included on the official agenda.
Although most councilors said they wanted the time to be used for constructive public inputs instead of gripes, they joined Holdeman in passing the motion 5-0.
Laura and David Yates asked the council to consider selling them Lot 6 in the city retail industrial park for construction of a liquor store that would also sell lottery tickets.
The council accepted City Administrator David Mayfield's suggestion that the sale be further discussed in an attorney-client executive session for trade secrets and incentives.
City Attorney Dan Baldwin said the executive session would need to about such terms, and not for the purpose of determining which lot should be sold.
Councilors were somewhat reluctant to release Lot 6 because of its position in the midst of other lots, although the Yates said they favored it for higher visibility.
Councilor Gene Winkler suggested Lot 4 next to Touch of Copper.
Councilor Jerry Kline said that although the council welcomes new development, he thought the decision should be postponed.
Mayfield said Seacat Hardware has asked to reserve Lots 9 and 16 for possible expansion. He said another business is coming to Marion, probably in the next four months, that will require four lots.
The council approved the purchase of Chingawassa Day buttons for city personnel.
