At a recent Hillsboro City Council meeting, City Administrator Steven Garrett reported that the city's water-treatment plant-even before the recent upgrades were begun-was the only water plant of its size in the state to meet the EPA's strict goals for chlorination by-products in the water supply. Water-plant operators from around the region have been calling to find out Hillsboro's secret.
