Marion city commission hears that new pool must start as indoor only

USD 408 Superintendent Lee Leiker told the Marion City Commission Monday that to qualify on 32 percent state aid for a $1.3 million gymnasium/swimming pool complex, the district can only build the indoor swimming pool instead of having the originally planned outdoor pool with it.
He said planners couldn't show the state sufficient school use of the outdoor pool for aid qualification.
The plan will include walls that can be opened on the south and the west during the summer for an outdoor effect, but closed during the winter for solar gain, Leiker said. This also will allow for sunning and picnic activities normally associated with a swimming pool, he said.
In answer to a question from City Administrator David Mayfield, Leiker said this plan leaves room for the city to add an outdoor pool in 5 to 10 years if it wants to.
The gym will still be sunken to allow patrons to enter from the top, Leiker added.
One advantage for both the school and the city, Leiker said, is that the pool can continue being used during poor outside conditions such as rain or cool weather.
The complex is to be built on the site of the current city swimming pool.
Bill Holdeman asked the commissioners to have city snow clearing and street sweeping done during morning hours before car traffic comes out to enable gutters to be cleaned.
He suggested that the city consider getting a city manager with an engineering background to do both the city administration and development director jobs.
Mayor Martin Tice said the city will take Holdeman's suggestion under consideration, but it is committed to the current situation for at least one year.
Jami Williams, development director, received commission approval for new economic advisory board appointees Don Bredemeier, Casey Case, Hillary Dolbee, Ralph Kruetziger, Tim Richmond, Tom Stout and Tim Stevenson.
She said she is still waiting for replies from potential members Donna Bernhardt, Margaret Wilson, Chris Costello, and Brad or Anita Seacat.
Persons who are already members of the board include Andy Hansen, Jim Hefley, Nick Nickelson, Max Hayen and David Mayfield.
The commissioners approved an $11,000 expenditure by Police Chief Michel Soyez for a 2002 highway patrol car. Soyez said the purchase will be in keeping with city policy to purchase older squad cars to minimize depreciation expense.
The commissioners approved the December utility billing tie out.
They approved transfers of $15,121 from the water fund and $9,667 from the sewer fund to bond and interest for debt service.
They approved paying warrants for $57,982.24 and payroll for $27,005.33.
